Professional Profile
Mr. Lyle has over 21 years of experience in the fields of hydrology and hydraulics. He has worked on a wide variety of multi-objective water resources type projects. In general, these projects include flood control channels, watershed analyses, detention basins, master plans, and storm drain design. Mr. Lyle also has extensive experience in preparing large flood insurance studies and map revisions throughout California and Nevada and has broad knowledge of FEMAs Guidelines and Specifications.
Mr. Lyles skills also extend to hands-on computer modeling, which includes the application of ACOEs programs (HEC-1, HEC-HMS, HEC-2, HEC-RAS), hydraulic grade line programs (WSPG, StormCAD, Pipeflow), and scour analyses calculations (FHWA HEC-18).

Reconnaissance Survey of Wetland and Sedimentation Basin Sites New and Alamo Rivers Imperial County, CA
- Prepared report for The Citizens Congressional Task Force on the New River (Task Force) and the County of Imperial (County) to lead an effort to clean up the rivers by constructing a series of wetlands and sedimentation basins within the river channels or at the mouths of the agricultural basins. The wetlands and basins will divert and treat portions of the river and drain flows, returning the treated water to the rivers
Cottonwood Creek/Moonlight Beach Drainage Study - Encinitas, CA
- Prepared the Hydrology and Drainage Study of the Cottonwood Creek/Moonlight Beach Outfall Area. Prepared hydrologic and hydraulic analyses for detention basin routing, creek enhancement, and flood protection of Moonlight and Cottonwood Creeks.
County of San Diego Flood Control Facilities Master Plan - San Diego County, CA
- Prepared an update to the Flood Control Facilities Master Plan for Special Drainage Areas 5 and 6. Tasks include preparing hydrologic coverages in GIS/CADD, hydrologic and hydraulic analyses, and drainage system mapping in GIS/CADD.
SDG&E Tower Evaluation Hydraulics/Scour Studies - San Diego Gas & Electric - San Diego, CA
- Performed analyses to determine scour potential for three SDG&E tower sites located within river channel banks. The structural stability of these tower sites were in jeopardy due to erosion of pile foundations from storms in January 1995. Provided hydraulic analyses (HEC-2), scour calculations, and recommendations for erosion protection.
Aviara Hydrology Study - Aviara Resort Associates - Carlsbad, CA
- Prepared hydrologic (AES Rational Method) and hydraulic (AES Pipeflow) analyses to design drainage facilities for the Aviara Resort. Prepared storm drain plans and profiles, and erosion control plans.
Merced County Streams Project - Merced County, CA
- Prepared preliminary design of flow detention/reduction sites upstream of Crocker Dam in Merced County. Hydrologic and hydraulic analyses were performed to size two in-ground detention basins, widening of two road crossings, and channel improvements. Construction cost estimates were prepared for all proposed improvements to determine benefit-to-cost ratios, Sacramento District COE.
Palomar College Master Plan Study - San Marcos, CA
- Prepared hydrologic and hydraulic analyses to support campus-wide utility study and contract documents to implement Phase I infrastructure improvements. Designed storm drain portion of utility corridor through the campus
San Diego Zoo Utilities Analysis and Master Plan - San Diego, CA
- Prepared analysis and planning of wet utilities at the San Diego Zoo; project involved field investigations, survey and flow testing for water, sewer, and storm drain systems.
Upper San Diego River Improvement - San Diego County, CA
- Prepared evaluation of flood control structures, wetlands delineation, and channel hydraulic capacity; prepared preliminary design of flood control improvements for approximately three miles of the Upper San Diego River.
NPDES Storm Water Permits - San Diego County, CA
- Prepared NOI applications, storm water pollution prevention plans (SWPPPs), Water Quality Technical Reports (WQTRs) and site inspection services for private and public clients throughout San Diego County.
Pomerado Creek Flood Study - Poway, CA
- Prepared hydrologic (HEC-1) and hydraulic (HEC-2) analyses to develop alternatives that eliminated flooding of properties adjacent to the Pomerado Creek flood control channel. Designed improvements that incorporated a combination of detention basins, transition structures, channel improvements and grading, and an additional box culvert at Pomerado Creek.
Escondido Creek Enhancement - Escondido, CA
- Prepared channel and levee improvement project designed to remove mobile home park and wastewater treatment plant from the 100-year floodplain. Prepared technical studies to support permit documents, presentations to the community, design documents, bid support, and construction management. Other project features included the replacement of a 16-inch waterline crossing and acquiring a LOMR from FEMA.
Carmel Valley Restoration and Enhancement - Carmel Valley, CA
- Worked on the $25 million joint City of San Diego/Caltrans Carmel Valley Restoration and Enhancement Project. Assisted in EIR preparation, concept plan development, and fast-track design of flood control, sewer, water, bridge, roadway, and landscape improvements for the two-mile corridor adjacent to State Route 56 east of Interstate 5. Channel improvements included gabion drop structures to reduce erosive velocities within the channel and gabion energy dissipaters notched into the channel banks to reduce erosion from offsite storm runoff.
Dairy Mart Road and Bridge Improvements Project - San Diego MWWD - Tijuana River, CA
- Prepared channel improvement plans tied to the Dairy Mart Road and Bridge project. Efforts included detailed hydraulic (HEC-2) and scour (FLUVIAL 12) analyses for several alternative bridge alignments to assess flooding impacts along Tijuana River. A CLOMR was obtained from FEMA upon the completion of construction documents.
FEMA Flood Insurance Studies
Performed and managed field reconnaissance, surveying and photogrammetry, hydrologic analyses for gaged and ungaged streams, hydraulic analyses, flood mapping, report preparation, and community liaison for over 20 counties in California and Nevada.
Performance of these studies required extensive hydrologic and hydraulic expertise, and knowledge of the National Flood Insurance Program (NFIP) requirements. At the forefront of implementing FEMA's new levee policy guidelines (Santa Clara County). Managed the preparation of fully digital, GIS-based mapping for counties in Nevada.
Analyzed the water courses in the study areas using sophisticated computer techniques together with extensive hydraulic and hydrologic investigations (HEC-1, HEC-2, HEC-RAS, and FAN).
Bridge Hydrology/Hydraulic Studies
Performed hydraulic and scour analysis for numerous bridge replacement projects throughout California. Included extensive use of ACOE computer models (HEC-1,HEC-2) and FHWA HEC-18 for scour analyses. Prepared Hydrologic and Hydraulics Report for CalTrans review and approval.
